Victoria holds a Ph.D. in Political Science and International Relations and an M.A. in Economics from the University of Southern California (USC). She is also a Sinologist as she completed an M.A. in Chinese Studies from the University of Michigan, Ann Arbor. She examines the cross-Pacific interactions between Latin American countries and China, and the implications for China-US-Latin America relations. More broadly speaking, her work includes issues related to political-economic agency in developing countries, development, and the dynamics between domestic policies and actors and foreign policy.

She is currently a Postdoctoral Fellow at the Department of Political Science and International Relations at USC. She was previously a Predoctoral Fellow at Boston University’s Global Development Policy Center. She is multilingual and has worked in Peru at Universidad del Pacifico's Center for China and Asia-Pacific Studies and at the Research Center (CIUP). She was also a consultant for the Commercial Service of the US Embassy in Peru.
