Basil is an experienced project manager and analyst with areas of expertise in municipal water policy and water sector planning. He has supported or led assessments on communication strategies, monitoring and metering of water production, and infrastructure planning in Jordan. He also has experience in business development, contract negotiation and management, recruitment, and program management, and in designing and implementing higher education and vocational training programs for refugees. Basil holds a B.A. in Political Science, a graduate certificate in Geographic Information Systems, and an M.A. in Political Science from Iowa State University and a Ph.D. from the Department of Geography, Environment, and Society from the University of Minnesota, Twin Cities.
