Robin S. Brooks, Ph.D., served as Special Advisor to Vice President Kamala Harris on Europe, Eurasia, Multilateral Affairs, and Democracy, and before that as Director for Central Europe and the Balkans at the U.S. National Security Council during the Biden-Harris Administration. Over a 21-year career with the U.S. Department of State, Dr. Brooks served as Director of the Office for Multilateral Human Rights and Humanitarian Affairs, Chief of Staff to the Special Representative for Afghanistan and Pakistan, and in overseas assignments at U.S. Embassies in Moscow, Belgrade, Sofia, Ankara, and the U.S. Mission to the OSCE. Dr. Brooks holds a Ph.D. in Political Science from the University of California, Berkeley, and an A.B. in Government from Smith College. She was a Visiting Faculty Fellow at the Fletcher School of Law and Diplomacy at Tufts University (2024-25), and Davis Fellow at Columbia University’s School of International and Public Affairs (2015-16). She will be joining Pomona College in January 2025 as Visiting Fellow in Global Policy and Governance, teaching U.S. Foreign Policy and courses in Central and East European politics.
