Rosie Arroyo is a philanthropic advisor, social impact leader, and coalition builder with over 20 years of experience advancing equity, civic engagement, and immigrant justice across California. Known for her collaborative leadership and deep roots in community, Rosie partners with foundations, nonprofits, and public sector leaders to design high-impact programs, shape policy, and move resources in alignment with community voice.

She most recently served as Director of Programs and Grantmaking at the California Community Foundation, where she led transformative initiatives such as the Immigrants Are LA coalition (securing $163M+ in ARPA funds), the LA Justice Fund, the Office of Immigrant Affairs, and the Immigrants Are Essential Fund. She also helped launch the annual Immigration Summit, convening 300+ leaders to advance cross-sectoral, regional policy strategies.

Earlier in her career, Rosie helped lead the historic Ya es hora ¡Ciudadanía! campaign with NALEO naturalizing 1M lawful permanent residents. Her work has strengthened L.A.’s civic infrastructure, influenced policy, and helped build one of the most impactful immigrant rights grantmaking programs in the country.

Rosie is a USA Eisenhower Fellow (2023) and was named a California Influencer by The Sacramento Bee in 2019. She is the former Board Chair of HOPE and sits on the Board of Grantmakers Concerned with Immigrants and Refugees.

She is the proud daughter of immigrant parents, a CSULA graduate, and lives in Monterey Park with her husband and three children.
