
Mengqu Wu (MUNG-chew WOO) works at the intersection of emerging technology, quantitative research, and strategic decision-making, with a focus on national security, technological competition, and systemic risk.
His background spans artificial intelligence, quantum computing, quantitative finance, biotechnology, cybersecurity, and public policy. Prior to joining RAND, Wu spent more than a decade in the private sector, where his work included developing quantum computing and machine learning applications for financial and scientific systems, building quantitative trading strategies, and leading projects involving predictive medicine and large-scale data infrastructure.
Having spent more than two decades studying and working in China, Wu brings extensive firsthand experience with the country's technology, business, and research environments. He is a native speaker of English and Shanghainese and is fluent in Mandarin Chinese.
Wu holds an M.S. in Quantum Information Science from the University of Southern California, an M.S. in Finance from Shanghai Jiao Tong University, and B.A. degrees in Economics and Psychology from UC Berkeley.
He is currently an M.Phil. student in Policy Analysis at the RAND School of Public Policy and an Assistant Policy Researcher at RAND.
