Mengqu Wu is a former RAND researcher specializing in emerging technologies, quantitative research, and strategic decision-making, with a focus on national security, U.S.–China technological competition, and systemic risk.

His expertise spans artificial intelligence, quantum computing, quantitative finance, biotechnology, cybersecurity, and public policy. Before joining RAND, Wu spent more than a decade in the private sector, developing advanced technologies and quantitative strategies across financial and scientific applications.

With over two decades of academic and professional experience in China, Wu brings firsthand knowledge of the country's technology, business, and research ecosystems. He is a native speaker of English and Shanghainese and is fluent in Mandarin Chinese.

Wu holds an M.S. in Quantum Information Science from USC, an M.S. in Finance from Shanghai Jiao Tong University, and B.A. degrees in Economics and Psychology from UC Berkeley.
