David Andrews is Faculty Emeritus at The Claremont Colleges, where he was Professor of International Relations at Scripps College, a member of the Extended Graduate Faculty of Claremont Graduate University, and founding director of the European Union Center of California. He is also the founder of Advanced Problem Solving LLC (APS) and currently serves as a board member of Emergency Network Los Angeles (ENLA).
Dr Andrews’ areas of expertise include the European Union and European integration as well as Atlantic political, security, and economic relations. His academic publications include The Atlantic Alliance Under Stress: US-European Relations After Iraq (Cambridge, 2005), International Monetary Power (Cornell, 2008), and Orderly Change: International Monetary Relations Since Bretton Woods (Cornell, 2008).
Dr Andrews received a B.A. in American Studies from the University of California at Santa Cruz, an M.A. in International Relations from Brigham Young University, and a PhD in Political Science from the Massachusetts Institute of Technology. He held doctoral and post-doctoral fellowships at the Government Accountability Office (GAO) and Georgetown University, respectively, before joining the faculty at Scripps. While at Scripps his titles included Gabrielle Jungels-Winkler Chair of Contemporary European Studies (awarded by Scripps College) and Jean Monnet Professor of European Union Interdisciplinary Studies (awarded by the European Commission). He was a Fulbright scholar at the London School of Economics and held visiting appointments at the European University Institute (Florence, Italy), the Naval Postgraduate School (Monterey, California), the University of Southern California, and elsewhere. While at Scripps College, Dr Andrews also helped organize the European Union Center of California (founded with the assistance of the European Commission) and became the Center’s founding director.
Dr Andrews is also the founder of Advanced Problem Solving LLC (APS), an educational technology company based in Claremont. APS provides online training content and/or software to organizations including the California Debt and Investment Advisory Commission (training for locally-elected officials across California), the Los Angeles County Emergency Medical Services Agency (mandatory training for practitioners of pre-hospital emergency medical care), and the Washington Military Department (learning management system for all 911 operators in the state).
APS provides online training to 9000 first responders in Los Angeles County through its partnership with the Los Angeles Area Regional Training Group (LAARTG). Topics addressed in these trainings include responding to bioterrorist and nuclear incidents as well as more conventional subjects. APS is currently working with the LAARTG to improve coordination between law enforcement and fire service personnel in advance of the 2026 Fifa World Cup, 2027 Super Bowl, and 2028 Olympics.
Dr Andrews also serves on the board of Emergency Network Los Angeles (ENLA), which serves as the VOAD (Voluntary Organizations Active in Disaster) for Los Angeles County. He co-chairs ENLA’s Volunteer Management Committee and helped organize the volunteers serving at resource centers established by ENLA in the Pacific Palisades and Pasadena following the January 2025 Los Angeles wildfires.
