Dr. David M. Andrews

David Andrews is Faculty Emeritus at The Claremont Colleges where he was Professor of International Relations at Scripps College, a member of the Extended Graduate Faculty of Claremont Graduate University, and founding director of the European Union Center of California. In retirement, in addition to his work with the Pacific Council, he is the founder of Advanced Problem Solving LLC (APS) and a board member of Emergency Network Los Angeles (ENLA). He also serves as a member of the Committee on Religious Affairs at the Claremont Colleges and on the Claremont Interfaith Council. 

Dr. Andrews’ areas of expertise include the European Union and European integration as well as Atlantic political, security, and economic relations. His academic publications include The Atlantic Alliance Under Stress: US-European Relations After Iraq (Cambridge, 2005), International Monetary Power (Cornell, 2008), and Orderly Change: International Monetary Relations Since Bretton Woods (Cornell, 2008). He was a Fulbright scholar at the London School of Economics and held visiting appointments at the European University Institute (Florence, Italy), the Naval Postgraduate School (Monterey, California), the University of Southern California, and elsewhere. 

Dr. Andrews received a B.A. in American Studies from the University of California at Santa Cruz, an M.A. in International Relations from Brigham Young University, and a PhD in Political Science from the Massachusetts Institute of Technology. He held doctoral and post-doctoral fellowships at the Government Accountability Office (GAO) and Georgetown University, respectively, before joining the faculty at Scripps. 

While at Scripps, Dr Andrews’ titles included Professor of International Relations and Gabrielle Jungels-Winkler Chair of Contemporary European Studies. He was also named by the European Commission as Jean Monnet Professor of European Union Interdisciplinary Studies. During his tenure at Scripps he lectured repeatedly in Belgium, Denmark, France, Germany, Italy, the Netherlands, Poland, and the United Kingdom. 

Dr. Andrews helped organize the European Union Center of California, which was founded with the assistance of the European Commission, and became the Center’s first director. He also served as chair of the Committee on Religious Affairs (CORA) at the Claremont Colleges. He continues to serve as a member of CORA as well as on the Claremont Interfaith Council.

Dr. Andrews is also the founder of Advanced Problem Solving LLC (APS), an educational technology company that develops interactive online training. Local projects include developing paramedic recertification training for the Los Angeles Emergency Medical Services Agency and helping the Los Angeles Area Regional Training Group improve coordination between law enforcement and fire service personnel in advance of the 2026 Fifa World Cup, 2027 Super Bowl, and 2028 Olympics. Other clients include the state of California, the state of Washington, and Toyota Motors of North America.

Dr. Andrews also serves on the board of Emergency Network Los Angeles (ENLA). ENLA serves as the Voluntary Organizations Active in Disaster (VOAD) for Los Angeles County, with responsibility to coordinate the work of numerous non-profit organizations with state and local authorities during emergencies. Dr. Andrews co-chairs ENLA’s Volunteer Management Committee and helped organize the volunteers serving at resource centers established by ENLA in the Pacific Palisades and Pasadena following the January 2025 Los Angeles wildfires.
