
As Director of Programs and Grantmaking at the California Community Foundation (CCF), Rosie shapes the foundation’s grantmaking strategy and leads the integration of programmatic initiatives with operations and donor engagement. With over 20 years of experience, she has dedicated her career to advancing equity through education, civic engagement, and systems change.
Since joining CCF in 2007, Rosie has led multisector initiatives centered on racial justice, including efforts that helped establish the L.A. County Office of Immigrant Affairs and the Los Angeles Justice Fund. She supported the creation of the Immigrants Are L.A. coalition, which successfully advocated for over $163M in American Rescue Plan funds for immigrant-centered programs.
Rosie also led the first comprehensive study of the immigrant rights sector in Southern California, addressing sustainability and staff well-being, and resulting in the Immigrants Are Essential Fund. In 2020, she launched the Annual Immigration Summit, convening hundreds of leaders to drive regional and state policy solutions.
A coalition builder and change agent, Rosie began her career at LAUSD before joining NALEO Educational Fund, where she co-led the historic Ya es hora ¡Ciudadanía! campaign. She is a 2023 USA Eisenhower Fellow and a 2018 Latina Global Executive Leadership fellow. Rosie currently serves as 2nd Vice Chair of Alliance for a Better Community and sits on the board of Grantmakers Concerned with Immigrants and Refugees.
She is a proud daughter of Mexican immigrants, one of nine siblings, a CSU Los Angeles alumna, and the mother of a young activist.
