Otis Cliatt, II, appointed President of Pacific Harbor Line, Inc. in 2012.  With more than 20 years of experience in the railroad industry, Cliatt is chief strategic planner and contract negotiator with full profit and loss responsibilities. He establishes processes for rail transportation, maintenance, and train dispatching services to the Ports of Los Angeles and Long Beach, which together form the largest container port facility in the Western Hemisphere. Cliatt’s expansive career includes prior senior leadership positions at Union Pacific Railroad, CANAC, Inc., an industrial rail switching company, and Cliatt Consulting, a rail management company.

Cliatt is a combat veteran, awarded the Bronze Star Medal for actions in Desert Storm, and a former eight-year member of the U.S. Army’s elite Special Operations Command Airborne at Fort Bragg as well as the 20th Special Forces Group Airborne while in the Florida National Guard.

Cliatt served for five years as the inaugural Chairman of the Veterans Recruitment Committee for the American Short Line and Regional Railroad Association. Under Cliatt’s executive leadership at Pacific Harbor Line, the company has bolstered its position as a national leader in sustainable rail operations and clean air technology advancement, partnering in the development (in 2020), design and testing (in 2021) of a new zero-emission, battery-powered six-axle locomotive for yard and switching application.  Cliatt also served as past chairman of the Los Angeles Chamber of Commerce World Trade Week.

Cliatt is a graduate of the following:  Florida A&M University, earning a Bachelor of Science in Business Economics, with a minor in Labor Relations, UCLA Anderson School of Management Executive Program, earned a Board Governance Leadership Certification from the African American Board Leadership Institute.
