Matt currently serves on the Leadership Circle of Foreign Policy for America and as an at-large delegate to the Association of Yale Alumni.  From 2020 to 2025, he served as General Counsel to the Office of Inspector General of the U.S. Department of State providing legal, policy and strategic advice. Immediately prior, Matt served as Chief Compliance and Business Integrity Officer for the Veterans Health Administration.  His work led to the VHA receiving the Health Ethics Trust’s 2020 and 2019 Best Compliance Practice awards.  In 2002 and 2003, he served as Senior Advisor for Global Affairs for a senior member of Congress helping to establish the Congressional-Executive Commission on China and drafting its first annual report to the President and to Congress.  During his federal government service, he was awarded the Intelligence Community Inspectors General Collaboration Award; the Rodel Institute's Federal Executive Fellowship; and the Department of Defense's Vanguard Senior Executive Fellowship. 

Prior to his federal public service, Matt worked for over 25 years in the private sector focusing on global legal compliance, ethics, international trade, and supply chain business and human rights issues.   He served as Senior Vice President of Global Compliance and Ethics for a California- based Fortune 11 Company.  He served as Senior Attorney for International Law for the largest specialty apparel importer in the United States.  And, he practiced law for major U.S. and Japanese international law firms. 

Prior to his professional career, Matt was awarded a Yale-China Teaching Fellowship and taught for two years at the Chinese University of Hong Kong. 

Matt holds a B.A. in History from Yale and received his J.D. with a focus on International Law at Harvard Law School.
