Hillary Batjer Johnson is the Founder of HBJ Global Solutions, LLC and serves as a Senior Consultant with Lexpat Global Services, LLC where she advises international organizations, corporate leaders, and major event planners on managing complex geopolitical, regulatory, and security risks.

Prior to consulting, Hillary served as a diplomat for more than 25-years with the U.S. Department of State.  A distinguished member of the Senior Executive Service, her most recent position was serving as the Deputy Coordinator (Deputy Assistant Secretary rank) in the State Department’s Bureau of Counterterrorism.  In this role, Hillary oversaw the Secretary of State’s terrorist designations and sanctions authorities and focused on countering terrorist travel and financing by leading State Department and interagency teams to strengthen global aviation, maritime, and border security, improve watchlisting and screening efforts, and advance U.S. critical infrastructure security and resilience globally.   

Hillary entered the State Department in 1999 as a Presidential Management Fellow in the Bureau of Western Hemisphere Affairs where she advanced policies and programs to strengthen hemispheric security, promote human rights, and combat trafficking in persons.  Hillary also served on the Secretary of State’s Policy Planning team and as a human rights and labor officer at the U.S. Embassy in Bogota, Colombia.

Hillary holds a BA in History from Whitman College and a Master’s of Pacific and International Affairs from the University of California, San Diego’s School of Global Policy and Strategy (GPS).  She is a recipient of the 2021 U.S. Presidential Meritorious Rank Award and the 2025 Secretary of State Distinguished Honor Award.  She serves on the GPS International Advisory Board and the President’s Advisory Board for Whitman College.  Hillary is also a Member of the Council for National Security and Immigration and Member of the Pacific Council on International Policy.
