Richard Neu is an adjunct staff member at the RAND Corporation and formerly a senior economist at RAND. He is also a professor at the Pardee RAND Graduate School. Most recently, Neu has served as director of the RAND-Initiated Research program. He served for three years as the founding director of the RAND-Qatar Policy Institute, in Doha, Qatar and for two years as director of the RAND Mexico City office. Other assignments included assistant to the president of RAND for Research on Counterterrorism; associate director of Project AIR FORCE; associate dean of the Pardee RAND Graduate School; codirector of RAND Enterprise Analysis; and director of the RAND-Harvard-UCLA Center for Health Care Financing Policy Research. For many years, he served as rapporteur for RAND Business Leaders Forum, a regular gathering of Russian, European, and American business leaders.

From 1993 through 1995, Neu served on the National Intelligence Council as the National Intelligence Officer for Economics, the principal advisor on economic matters to the Director of Central Intelligence. Earlier, he served in the National Security and International Affairs Division of the Congressional Budget Office and as a senior international economist at the First National Bank of Chicago. He has taught courses on macroeconomics, international economics, and finance at the Pardee RAND Graduate School. Neu received his Ph.D. in economics from Harvard University.
