Lulio Vargas-Cohen is a business strategist working across the public and private sectors, and currently serves as customer success manager for DocuSign's U.S. Federal practice. Lulio comes to DocuSign with a decade of experience in business, technology, and government.

Most recently, Lulio served as a member of the investments team at In-Q-Tel, the strategic venture capital arm of the U.S. intelligence community, and was a consultant at Booz Allen Hamilton, where he advised the firm’s leadership on key market strategy and scenario planning initiatives. Earlier in his career, Lulio worked as a researcher at CEB (acquired by Gartner), developing quantitative guidance on public sector best-practices, and as an analyst at the Chertoff Group, where he focused on due diligence for security-related investments. Lulio’s expertise includes quantitative and qualitative research, customer success, policy research and advocacy, go-to-market strategy, and communications strategy.

Lulio is a graduate of the University of Michigan (MBA), the Harvard Kennedy School (MPP), and Florida State University (BS, International Affairs). He was also a Fulbright scholar to Spain. He resides in Long Beach, CA.
